Progress Overview

The Gravity Sewer Preventative Maintenance Program includes routine cleaning and cleaning required per the Consent Decree SSA activities. According to Consent Decree requirements, the City is responsible for cleaning greater than 15 percent of the City’s WCTS annually and 100 percent of the system no later than 84 months following the Effective Date of the Consent Decree. The City has attempted to clean 100% of the pipes, rather than just the 15-inch diameter and greater as part of the SSA investigations.

The City constructed 30 total projects within SSA Phase 1. All 30 projects have reached final completion. Table 3-5 below provides a summary of the project status of each of the Phase 1 RMP Projects. During Consent Decree Year 7, the City advanced one (1) project to final completion, “ – Jewella & Greenwood” on June 12, 2020.

A total of 17 total construction projects were developed based on the Phase 2 RMP. All 17 projects have reached final completion. One (1) project (2-SH1) reached functional completion and 11 projects reached final completion during the Year 7 reporting period. Table 3-6 below provides a summary of the actual completion dates for each of the Phase 2 RMP Projects.

A total of 19 Critical Infrastructure Projects were originally identified during the Year 6 Annual Report and have continued to be managed through the Year 7 reporting period.

Sanitary Sewer Overflow Occurrences

Sanitary Sewer Overflows, SSOs, can be caused by a multitude of things. The most common occurrences are caused by an inflow of excessive stormwater into sewer lines, malfunctioning lift stations, broken sewer lines, and more.
